Decipher was originally founded by Warren Holland in 1983 as a games producing company. Decipher acquired the license from Paramount to create the Star Trek: The Next Generation CCG which was first released in 1994. In 1995 Decipher released the Star Wars Customizable Card Game licensed from Lucasfilm. Decipher created the Young Jedi Collectible Card Game in 1997 using images exclusively from the new movies and geared toward a younger audience. At the end of 2001 Lucasfilm chose not to renew Decipher's license for the Star Wars CCG. A second edition of the Star Trek CCG was released in 2002 and they published their last edition of the game in 2007.
